ll eyes are on the Golden State, wondering if we can pull off the single biggest
infrastructure project in U.S. history. To some, the California High-Speed Rail
(HSR) project is a boon, to others it’s a boondoggle. Perhaps it’s a little of both.
Proposition 1A, the Safe Reliable High-Speed Passenger Train Bond Act, won a majority
vote in 2008. Nearly a decade later, communities up and down the state are grappling with
a statewide public works project that is far more complex, disruptive and costly than the
original ballot measure would have us believe.
