H
arjot Sangha, 33, is Morgan Hill’s Assistant City
Manager. Sangha left India at the age of 13 and
was raised in San Jose. Public service is a family tradition:
both of his parents work for the City of San Jose and he
worked part-time for San Jose Library during high school
and college. He joined the City of Morgan Hill in 2012 as an
Accounting Assistant and was called upon to help City leader-
ship draft the 2013-14 fi scal budget. Sangha has worked
closely with various departments on process and customer
service improvements, including automation of the City’s
utility billing and roll-out of a Water Smart tool. He was then
promoted to Accounting Manager to oversee daily accounting
operations such as cash fl ow, fi nancial reporting, compliance
with investment portfolio requirements, debt management,
and compliance reporting to bond holders and the State of

California. Sangha has also worked with the City’s fi nancial
director on debt restructuring. Currently he supports city
departments for improved processes and effi ciency of service
delivery and ensuring fi scal sustainability. He also makes
recommendatio ns to the City Manager and City Council on
the debt side, identifying opportunities to refi nance, and
to set aside money in trust for the City’s pension fund. He’s
an active volunteer with the Association of Government
Accountants, which focuses on key issues such as reviewing
new regulations and lobbying for city needs at state and
federal levels of government. Sangha and his wife Jiwan, a
physician recruiter for Palo Alto Medical Foundation, live in
San Jose but hope to move to Morgan Hill in the future. They
are the proud parents of two-year-old daughter, Elahi.
